      Epic Goal

      ACM addons are currently not supported when EKS is the hub cluster with awsirsa driver due to EKS not supporting kubernetes.io/kube-apiserver-client CSRs.

      The addon framework should support different registration drivers similar to spoke registration to allow addon agents to communicate with hubs that don't have CSR support.
