Epic Goal

Since MCE 2.9, the default auto-import strategy has changed from `ImportAndSync` to `ImportOnly`. To maintain the same behavior for users upgrading from MCE 2.8 → 2.9 or MCE 2.8 → 2.10, the strategy was temporarily overridden to use the previous default value, `ImportAndSync`. Starting with MCE 2.11, this override is no longer required, and the overriding logic should be removed as part of the upgrade process.
