Promotes usage of CAPA for creating ROSA HCP clusters and having them automatically imported into ACM/MCE.

Definition of Done for Engineering Story Owner (Checklist)

• A 3rd card is added to the control plane selection page for AWS clusters, for creating managed hosted clusters (ROSA)
• Card is disabled if required addons are not enabled, and links to documentation for enablement
• Clicking card displays step-by-step instructions (static content) for using CAPA to create and import a ROSA HCP cluster (similar to the instructions for self-managed hosted clusters)

Development Complete

• The code is complete.
• Functionality is working.
• Any required downstream Docker file changes are made.

Tests Automated
