Value Statement
During ACM/MCE upgrades, it's important to distinguish between an install and an upgrade. A flag needs to be passed to the Helm chart values to indicate when the operators are in upgrade mode. Certain resources should be skipped during a fresh install and only applied during an upgrade to ensure correct behavior for customers upgrading their environment.
