There is a broad scope of responsibilities installer qe is currently maintaining and handling. This spike is to scope out and create a proof of concept on the effort it will take to migrate all the different tasks over to Jenkins

Including the following to see how these jobs will run

• Installer test automation
• Cluster deployment and destroy jobs
• Weekly automated cleanup ocp playbooks

• Note currently ansible inventory requires an ansible instance to manage them. Need to see if we are still relying on them for our jobs.
