Value Statement

This is a follow-up Jira of https://issues.redhat.com/browse/ACM-14994 

The story is highly related to GlobalHub. clyang82 It will break GlobalHub function in 2.13. So it requires GlobalHub side to add the annotation in the template when the operator setup MultipleHubs.

The fix should be backported to 2.13 to maintain compatibility.
