in the global hub scenario, I want to use multiple hub feature to accomplish the cluster migration. it can be complex to add the existing kubeconfig to klusterlet config. but it can be easy to implement in import controller.

• When I specify a target cluster kubeconfig in klusterlet config, I can see there are 2 bootstrap kubeconfig added in klusterlet
