Set grafana home dashboard according to whether MCOA is enabled

      With MCOA disabled, we should show the normal home dashboard, while with MCOA enabled we should show the MCOA specific one.

      Acceptance criteria:

      • When pressing "home" in Grafana we should load the appropriate dashboard based on whether MCOA is enabled or not
      • When going to Grafana via the ACM console, we should load the appropriate dashboard based on whether MCOA is enabled or not (note I believe this is a static link to the a specific dashboard, instead we should update the link to the Grafana home instead).
