MCOA dashboard is default when MCOA is disabled

      Description of problem:

      Even though MCOA is disabled, the default* dashboard of Grafana is the MCOA one. This is because the grafana-dashboard-loader sets the default dashboard based on dashboard title, and there are two `ACM - Clusters Overview` dashboards whichs matches, one in the MCOA folder and one in the top-level default folder.

      • The link to the Grafana dashboard from the ACM web console, points to the "normal" default dashboard (I am not 100% sure where this is defined), however if one goes to Grafana and press home you get the MCOA dashboard. Whereas the start page from the ACM web console gets the "normal" dashboard. This adds to the confusion as different dashboards are shown at different times.

      Steps to Reproduce:

      1. Setup MCO without MCOA
      2. Login to the Grafana
      3. Press home

      Actual results:

      • MCOA dashboard is shown when pressing home, whereas the first dashboard one gets to when opening Grafana from the ACM web console is the "normal"/"non-MCOA" one.

      Expected results:

      • When MCOA is not enabled, we always show the "normal"/"non-MCOA" default dashboard, both when coming through from the web-console and pressing home.
