Value Statement

The import-controller need to access flightctl-api to apply Repository resource and check Device status. 

As flightctl is installed in "MCH" namespace, the endpoint of flightctl-server is not a consist value. 

So we need MCH to pass the `flightctl-server` to MCE, to let MCE set the value when it render and deploy the import-controller.
