Flightclt Devices auto register and approve doesn't work when ACM is installed in a customized namespace.

      Description of problem:

      By default, the ACM install namespace is "open-cluster-management", but if user using another namespace, for instance "ocm". Then the Flightctl Devices can not be auto register and approved.
