The VM backup and restore policy should be available with ACM 

There are 2 options we investigate at the moment : package with the ACM chart or make it available with the stable policy project

Definition of Done for Engineering Story Owner (Checklist)

• The user can access the VM backup and restore policy when using ACM 2.13. The policy is available either with the backup chart or the user should install it from the stable folder, policy project

• The code is complete.
• Functionality is working.
• Any required downstream Docker file changes are made.
