Value Statement

This requirement is from Insights on Prem. 

rhn-engineering-jharting we are consolidating the database version in use on pg16 https://issues.redhat.com/browse/RHCLOUD-35581 so that services can share the same database. We'd like to use the MCGH-provided database

Goal: 

Enable postgres 16 to meet IoP requirements. for the longer term, we may leverage Crunchy Operator for postgres support.

Definition of Done for Engineering Story Owner (Checklist)
