Epic Goal

The goal of this epic is to support local cluster based on the local-cluster=true label in a ManagedCluster.

We cannot remove `local-cluster` hardcode for managedcluster CR, because global hub 1.4 supports ACM 2.13, 2.12 and 2.11. the rename local-cluster name is in ACM 2.12+
