      After enable the Observability, the endpoint operator and metrics collector deployment/pod are not created.

      Steps to Reproduce:

      1. Deploy the ACM
      2. Enable the Observability
      3. check the pods in the open-cluster-management-observability
      4. the endpoint operator and metrics collector are not created

      Actual results: the endpoint operator and metrics collector pods are running

      Expected results: the endpoint operator and metrics collector are not created
