Description of problem:
Applications table shows incorrect page and filter counts and can incorrectly report that there are no applications when RBAC users apply a filter

Steps to Reproduce:
- Log in as a user with limited access to view applications due to RBAC
- View the applications table
- Apply a filter that will result in 0 results matching
Actual results:
- Page and total items count are incorrect
- Filter counts show the total number of applications
- After filter is applied, table shows that there are no apps, leaving the user with no way to clear the filter
Expected results:
- Page and total item counts should reflect the number of applications the user has permission to see
- Filter counts should only include the number of applications the user has permissions to see
- Empty table state should only display if the user cannot see any clusters when no filters are applied
