      Description of problem:

      Applications table shows incorrect page and filter counts and can incorrectly report that there are no applications when RBAC users apply a filter

      How reproducible:

      Always

      Steps to Reproduce:

      1. Log in as a user with limited access to view applications due to RBAC
      2. View the applications table
      3. Apply a filter that will result in 0 results matching

      Actual results:

      • Page and total items count are incorrect
      • Filter counts show the total number of applications
      • After filter is applied, table shows that there are no apps, leaving the user with no way to clear the filter

      Expected results:

      • Page and total item counts should reflect the number of applications the user has permission to see
      • Filter counts should only include the number of applications the user has permissions to see
      • Empty table state should only display if the user cannot see any clusters when no filters are applied
