Major Description of problem:
When using the CSV export on the Policies table; the resulting csv file will only contain the visible columns that are controlled via the column management.
For simplicity and minimizing users having to toggle columns, let's just create the csv file with all available columns by default; and if the user wants to remove any columns they can do so within any sheets software they use.
