In order to support epic https://issues.redhat.com/browse/ACM-11041, there needs to be a controller in ACM hub cluster that can understand the list of hosted clusters that are reported from the hypershift addon agent from the managed MCEs and auto-import them by managing the list of ManagedCluster CRs corresponding to those hosted clusters.
