Value Statement

In order to support epic https://issues.redhat.com/browse/ACM-11041, we need to be able to keep the hypershift addon agent for MCE's self managed local-cluster while enabling another hypershift addon agent for the managed MCE from ACM.

The self-managed hypershift addon for MCE's local-cluster should:

• do everything it does today if there is no managed hypershift addon in the cluster.
• continue auto-importing hosted clusters to MCE
• still support disabling hosted cluster auto-import via addonDeploymentConfig
• stop managing the hypershift operator
• continue generating metrics

The managed hypershift addon for managed MCE should:

• generate external-managed-kubeconfig in the correct klusterlet namespace for auto-importing hosted clusters to ACM
• support disabling hosted cluster auto-import via addonDeploymentConfig
• take over the management of the hypershift operator
• not generate metrics (duplicate)
• generate a configmap containing the list of hosted clusters in the managed MCE's namespace in ACM cluster
