Cluster templates will be delivered via HELM charts in the ACM console. 

As a cluster creator, I'd like to easily be able to create a cluster via a template.

This could include a simple quick create flow or a more advanced flow with available parameters to fill out.

As a Template Creator, I'd like to easily add my HELM charts repository and configure the guardrails for them.

I'd like to understand how to write my HELM charts to provide available parameters, enable custom label selection, etc. In general how to compose a HELM chart so it is usable as a cluster template.

I want to provide access to templates to specific groups/users and define how many clusters they can deploy from their templates.
