We want to introduce templates as an MVP and use the On-Premises providers as the foundation for it. 

As an admin, I'd like to be able to create a cluster template for the hosts that I have discovered in an infra environment. I'd like this template to pull from that specific infra env via labels. 

As a cluster creator, I'd like to easily be able to create an on-premises cluster via a template in the existing cluster creation wizard.

This design should explore and validate the user experience via users flows and lo-fi wireframes. 

We should ensure we have buy-in from the appropriate stakeholders on both the CIM team and the ACM team.
