      Description of problem:

      On the Grafana, the local-cluster's CPU utilization and overestimation data are not displayed

      Version-Release number of selected component (if applicable): FC8

      How reproducible:

      Steps to Reproduce:

      1. ACM hub selfmanagement is enabled, local-clutser is list in the managed cluster
      2. enable the observability
      3. open the Grafana dashboard, and navigate to General / ACM - Resource Optimization / Cluster ,  select local-cluster in the cluster list
      4. CPU utilization and overestimation data are N/A
      5. navigate to General / ACM - Resource Optimization / Cluster, there's no local-cluster data in the Top 50 CPU Overestimation Clusters and Top 50 CPU Utilized Clusters
