Description of problem:
After the changes done in 2.10, the hub doesn't have an Observability Addon instance. So when the MCO CR is has changes in the Observability Addon Spec, these do not get detected by the observability-endpoint-operator in the hub and the changes are not applied.

Steps to Reproduce:
- Set up an ACM clusterÂ
- Enable Observability and install your MCO resource.
- In the MCO resource, update the `observabilityAddonSpec`.
Actual results:
The endpoint-observability-controller doesn't reconcile and thus changes do not get propagated.
Expected results:
Changes are propagated on update.
Additional info:
A backport to 2.10's z-stream should be done when this is confirmed to be fixed for 2.11.
