[Agent] Detach operation destroys hosted clusters

      Description of problem:

      Upon selecting a hosted cluster in the UI, and then going to "Actions > Detach clusters" in the cluster list page, the action should only destroy the managedcluster for the hosted cluster but not initiate destruction for the hosted cluster. However we can see the hostedcluster starts to get destroyed after detach.

      Note: Detaching via the row options button also destroys the cluster.

      Steps to Reproduce:

      1. create agent hcp cluster
      2. on acm clusters list page, select the cluster via checkbox
      3. click operation "Actions > Detach clusters"
      4. hit confirm
      5. Observe cluster gets detached and then destroyed
