kubevirt ui creation fails if clusters ns doesn't exist

      Description of problem:

      When creating a kubevirt cluster via UI, if the namespace clusters doesn't exist yet, there is a validation failure that is triggered:

      Easy workaround is to create the ns beforehand, but we should not stop the user and just create the ns if it doesn't exist.
