Need RBAC role permission for normal user to access only Host Metrics Tab/api on Controller

      1. What is the nature and description of the request?

              -> Customer is configuring application for prometheus on controller and set the redirect url to host metric api and after assigning the application to token tab of normal user he is not able to access host/metrics api and getting 403 error until we assign System auditor permission to normal user.

               -> But customer do not want to assign System auditor permission to normal user and want a role present similar to job template and project to only allow normal user to access Host metrics tab/api only.

              2 .Why does the customer need this? (List the business requirements here)

               -> Customer do not want normal user to read all other data present on Production controller due to security concern as system auditor can get/read all other data on Controller UI/API. 

              3.How would you like to achieve this? (List the functional requirements here)

               ->  Like other roles  for example (job template and project)  we should have a role present for Host metrics Tab to allow normal user to access only Host Metrics Tab/Api and restrict  to access other data on UI.

              4.List any affected known dependencies: Doc, UI etc..

               -> NA
