Upgrade 'master' branch to pulpcore 3.13 and pulp_ansible 0.8.0. As part of the upgrade remove any calls to enqueue_with_reservation.

Fixes include the following for Pulpcore 3.13:

• enqueue_with_reservation was removed https://pulp.plan.io/issues/8497

And for Pulp_ansible 0.8.0:

• Depends on pulpcore>=3.13, <3.15
• Addresses pulpcore 3.13 deprecations - https://github.com/pulp/pulp_ansible/pull/563
• Sync dependencies
• Streamed endpoint for collection versions
