Acceptance Criteria:

• A reusable base component for displaying the list of users within the Team Access tab for a resource in Hub
• The list displays buttons for adding/removing a team, enabled based on the logged in user's permissions
• The actions associated with the buttons for adding/deleting teams will be implemented in separate work items (AAH-2548, AAH-2547)
