beta-galaxy users are unable to deprecate or delete their own collections

      Description

      When a user uploads a collection to beta-galaxy, there is no option to delete it in the UI, and the API returns a 403 error

      Steps to Reproduce

      Log into beta galaxy using Github social auth

      Upload a collection

      try to delete the collection

      Actual Behavior

      User is unable to delete their own collections

      Expected Behavior

      Users should be able to delete their own collections
