Collection download counter fail gracefully if database is in read-only mode

      Problem: When upgrading galaxy.ansible.com using A B deployments, one instance will run with limited functionality, using a read-only database. The download counter will not be able to write to this database.

      Proposed Solution: The collection download counter will fail gracefully if it encounters the database in read-only mode.
