Problem Description: Even with the work being done by pulp to reduce the need for downtime when upgrading with migration, there will still be migrations that need downtime. Downtime in galaxy.ansible.com may be more impact to community and possibly customers than downtime in CRC.

Proposed Solution: Investigate an infrastructure solution such as A B deployments to lessen the downtime in galaxy.ansible.com.

• Consider extra read-only database with site having partial functionality during upgrades
• Consider financial and time costs to run this continuously or spin up prior to upgrades
