All repos can be deleted (via UI and API), even staging. If staging is deleted, when a collection is uploaded using v3/artifacts/collections/, server returns 500 error code.

Steps to reproduce

1) login with admin

2) delete staging repo

3) Try to upload a collection POST v3/artifacts/collections/

Actual result

Server returns 500 internal server error
