Problem Description: the pulp ansible repository apis are currently set to read only mode in galaxy ng: https://github.com/ansible/galaxy_ng/blob/master/galaxy_ng/app/access_control/statements/standalone.py#L88

Proposed Solution: Update the access policies for remotes and repositories to allow users with view, create, update and delete permissions to perform those corresponding actions on repositories.
