      USER STORY:
      As a/an ARO SRE
      I want to set the default installation target to 4.13
      So that we default clusters which don't specify their install target to 4.13

      ACCEPTANCE CRITERIA:

      1. Update ARO-RP `pkg/util/version/const.go` to default to 4.13
