      Move Support KPI (ARM Fundamentals)

      (What) KPI Description:

      The goal for the Move Support KPI is that all first party resource providers' top-level tracked resources "routingType":"Default" must support the ability to move these resources (within the same region) across resource groups - in the same subscription or across different subscriptions under the same AAD tenant.

      (Why) Business Impact:

      The ability to move resources from between Resource Groups - in the same subscription or in different subscriptions under the same AAD tenant - is top Azure Control Plane customer request.

      Every Resource Move operation is done at the Resource Group Scope, therefore if one of the resources doesn’t support move, the move operation fails either at:

        1. Pre-move validation, if the resource provider specified "linkedAction": "Blocked" under the "linkedOperationRules" property in the manifest. The customer would then have to unselect the resource(s) that doesn't support move.
        1. Actual Move operation - if the resource provider, hasn't specified any ”linkedAction” under the "linkedOperationRules" property in the manifest then the move operation would fail as a result of the resource(s) that doesn't support move.

      Both options above are not ideal customer experiences, so in order for Azure customers to have a great Move Experience, this KPI is tracking that 100% of all top-level tracked resources, must support the ability to move these resources between resource groups - in the same subscription or across different subscriptions under the same AAD tenant.

      (Logic) KPI Calculation Logic:

      This KPI looks at all top-level tracked resources in each RP’s manifest and looks for ”linkedOperationsRules” property that is used to signify at what scope a resource type supports or blocks resource move. If a resource type does not support resource move, an action item is raised for your service.

      NOTE: Teams requesting exception for Move Support KPI must add “linkedOperationRules” property to the manifest with “linkedAction”: “Blocked” if it is not present.
