Feature Overview (aka. Goal Summary)  

Since a  subset of the workloads that OCP allows to run for no charge are allowed on ARO infra nodes (and ROSA/OSD too) we want to know when a customer requests an unauthorized workload to land on these infra nodes. We want to communicate this to the customer as well that an unauthorized workload was detected and keeping it there would invalidate the SLA and are a breach of terms.

Goals (aka. expected user outcomes)

Detect when a customer requests an unqualified workload to run on the infra nodes.  Send them a notification (a Signal) that an unqualified workload was detected and is a breach of terms and may invalidate the SLA.

Requirements (aka. Acceptance Criteria):
