Customers can leverage the L8as instance types in regions where these are available
 

Requirements (aka. Acceptance Criteria):

Through CLI, ARM, portal, I can select L8as instance types at install time and the resulting cluster would use these instance types for worker nodes
A customer can also create a new machineset with this instance type successfully
