Filter region selection based on selected OpenShift version during cluster provisioning

Feature Overview (aka. Goal Summary)  

The available regions where OSD/ROSA clusters can be installed has a dependency on the OpenShift version. During cluster provisioning, customers should only be presented with a list of regions that are applicable to the selected OpenShift version.
 

Goals (aka. expected user outcomes)

Customers should be presented with a list of filtered regions based on the OpenShift version that they select during the cluster provisioning process.
 

Requirements (aka. Acceptance Criteria):

• Filter the available regions based on the OpenShift version selected by the user
• Reset the region selection if the user goes back and changes their OpenShift version
• List the regions that are not available as disabled with a tooltip that highlights that the region is not available for the selected OpenShift version
