I should be possible to upload and download files to user's $HOME directory using the WTO interface.

For Uploads WTO Users should be able to

1. Click the Upload action
2. Select the file that you want to upload which results in file uploaded home directory

For Downloads, it should be enough to allow downloading from $HOME directory only. 

1. Click the Download action
2. Enter the location of the file relative to $HOME directory, which should result in browser prompt to open or save the file
