From what I understand, on OSD dedicated admins have the ability to install/uninstall operators but they don't have the ability to edit files in any of the openshift-* namespaces. This means that on OSD a dedicated admin can't configure the custom default container This issue is to investigate if that's possible, if there are any security concerns, etc
