Description of problem:
When attempting to install the Web Terminal Operator, the console now force-requires an AWS Role_ARN to be provided before installation can continue (see screenshot). This is not needed and is confusing to end users.

Steps to Reproduce:
1. Make a new OCP Cluster (I used ROSA HCP version 4.16.4
2. Attempt to install the Web Terminal Operator
Actual results:
Putting any string value into the box allows the operator to install. Confusing error message for end users because the documentation does not mention the role_arn anywhere.
Expected results:
This field should not be required
Additional info:
To better understand the validity of this issue, I will explain with the following: We need to ask the question: Does the Web Terminal Operator need cloud API access? If the operator does not need cloud API access, why is the UX asking for a role-ARN? If a role-ARN is not required, then the UX should not ask for a role-ARN. If a role-ARN is required, it should be a value that is validated by the respective operator, rather than allowing any string of text.
