According to the onboarding documentation, we need start 2 main actions:
1) Add the WTO Invite openshift-ci-robot and openshift-merge-robot to Organization
2) Add the OpenShift CI GitHub App to the Organization

For the second one I need to provide the members name for OWNERS file (GitHub usernames)
