Rework WTO pipeline without nonStoredPasswordParams

      • According to the issue: https://issues.redhat.com/browse/WTO-259 we investigated with Dmytro a weird problem when we use the GitHub pull request plugin and nonStoredPasswordParam the Jon fails unexpectedly with NPE. I do not find any information about this on the internet but I guess it happens when GitHub pull request plugin tries to modify params but the nonStoredPasswordParam cannot be changed
      • So, as a potential variant we can remove nonStoredPasswordParam fields and extract some sensitive info. to secret keys on Jenkins side
      • Need rework workflow and test it again
