We have the next problem for building an Index image for the local sources we used to make the command: https://github.com/redhat-developer/web-terminal-operator/blob/main/Makefile#L72
But currently, this command is inconsistent

make: *** No rule to make target '_select_controller_image', needed by 'build_install'.  Stop.

I tried to use make-build command but this one does not build the controller image. Need to clarify how it works
