We currently have documentation on the process of downstreaming Web Terminal Operator code, building container images, and preparing a release. However, this documentation omits details on how the upstream repos are prepared before the downstreaming process beings.

We need to internally document the standard procedure for opening PRs upstream to bump versions and set up manifests for the next release for each of the operator, tooling, and exec repos.
