Make the list of enabled/disable controllers in OCM reflect enabled/disabled capabilities.

Acceptance criteria:

• OCM already allows to specify a list of enabled/disabled controllers (just validate the functionality)
• OCMO watches capabilities and generates the right configuration for OCM with enabled/disabled controllers
• Documentation is properly updated

QE:

• enabled/disable capabilities and validate a given API (DC, Builds, ...) is/is not managed by a cluster:
• checking the OCM logs do/do not log entries about affected API(s)
• DC/Builds objects status is not updated/underlying objects (e.g. no underlying RC is present)
