https://github.com/kubernetes/kubernetes/pull/105296 highlights the issue of not ready pods being considered during eviction. We had a discussion in sig-apps and it was decided to have a new policy field in PDB which dictates the eviction strategy to consider not ready pods or not. This card tracks the KEP that needs to be introduces + changes to be implemented in 1.24 timeframe.
