As a oc-mirror user I'd like to be able to mirror OCI catalogs that have their contents in yaml

When looking at the e2e tests, we noticed that catalog quay.io/redhatgov/oc-mirror-dev uses a single index.yaml file, containing all bundles, packages and channels for multiple versions of same operators (foo, bar and baz).
The OCI feature flag used on this catalog presents errors which we would like to fix in this story
