oc adm release info should be extended with jira support

    Description

      Currently oc adm release info allows extracting bugs information from bugzilla when extracting bugs -bugs or creating changelog changelog. With the upcoming switch from bugzilla to jira we should also support jira through OCPBUGS prefix.
